The man on the left is holding the insides of his pockets, which contain no money. It’s a gesture to say “I’m broke”.

The man from the treasury is holding his official briefcase with the royal coat of arms on it.

The guy with the briefcase is an agent of the IRS – he’s your regular (gun-to-your-head) taxman. Inflation, on the other hand, is an invisible tax by the govn, thanks to the Fed’s incessant printing of fiat papers.

The guy is broke because inflation has “siphoned off” all his money and he can’t even pay his taxes. Hence, the IRS comes knocking.

The guy with the briefcase is from the Treasury, not the IRS. Remember this is a British cartoon.

The joke is that in Britain there has been a recent change in sentencing that means that criminals often have to meet the victims of their crimes. They are taken to the houses they have burgled accompanied by the police as part of their sentences.

The treasury have recently being burgling people. So the policeman is accompanying a man from the treasury to meet the victims of his crimes. This is why he’s looking sheepish.

Generally people in Britain don’t understand that inflation is taxation though. I don’t quite understand how Matt has made this leap, maybe he’s been reading.

Matt probably hasn’t made that leap – that inflation=taxation connection. Only here in this (American) site is he made to look like he’s taken that leap. Remember this is also a Jeff Tucker joke.
