The truth is, of course, that the government has nothing to give to anybody that it doesn’t first take from someone else. The whole guaranteed-income proposal is a perfect modern example of the shrewd observation of the French economist, Bastiat, more than a century ago: “The State
is the great fiction by which everybody tries to live at the expense of everybody else.”
